Sync Alternate Approvers in BTE and ATS

When a timesheet is approved by an Alternate Approver, the Alternate's information is now properly displayed as the Approver on timesheets within Bullhorn ATS. Previously, the ATS Time Approval History incorrectly showed the Primary Approver as the one that approved time, even when the Alternate was the one that approved the time.
